About Mauritius Africa Fund

In 2013, the Ministry of Finance and Economic Development created the Mauritius Africa Fund to assist with funding Mauritius-based companies looking to invest in Africa. At the time, the government provided 500 million rupees to finance business expansion into Africa to support and accelerate the regionalization of the Mauritian economy. Since 2010, over 120 Mauritian companies have expanded their operations into mainland Africa.

In 2018, our mandate changed, and we became more than just a body assisting with funding for expansion into Africa. We now offer the unique opportunity for Mauritius-based businesses to access the Special Economic Zones (SEZs), created and managed by the MAF. These SEZs offer cutting edge infrastructure in investment hotspots in Ghana, Ivory Coast, Senegal, and Madagascar. Currently, the amount of land available in these zones for Mauritian projects totals 334 hectares.

The Fund also provides businesses with strategic guidance, and connects and oversees the application process for financial assistance at some of Africa’s most prominent development banks, such as the African Export-Import Bank (AFREXIM Bank). 

Gross Direct Investment Flows figures from the Bank of Mauritius in 2019 (pre-pandemic) indicate that 43% of total Mauritius Outward Investment (Rs. 3.9 billion) went to African countries, including neighboring islands such as Madagascar and Seychelles. To date, several companies have branched out to other African countries under the aegis of MAF, and the value of the projects in the SEZs amounts to $250 million. Now that the world is opening up again we want to make sure that more enterprises can capitalize on these opportunities to regionalize, and can avail themselves of the benefits, including tax and trade incentives.
